The Parks and Recreation Department invites the community to a public meeting on Thursday, April 12, 2012 from 6:00 p.m. to 7:30 p.m. at the Zilker Botanical Gardens – Auditorium.

2012 Municipal Cemetery Issues Matrix
The matrix was distributed to stakeholders at the PARB Cemetery Working Group Session held February 21, 2012. The document does not encompass all cemetery issues but will be used at the next PARB Cemetery Working Group Session scheduled for Monday February 27, 2012 at Northwest Recreation Center (2913 Northland Drive) from 6:00 PM to 8:00 PM.

Public Meeting Notice of Cemetery Working Group Posted: 2/07/12
The Parks and Recreation Board (PARB) met on December 6, 2011, and voted to create a “Cemetery Working Group” of PARB members; Chairwoman Jane Rivera, Lynn Osgood and Carol Lee.
The Cemetery Working Group will host the first of three proposed meetings beginning in February 2012, and their focus will be providing the general public an opportunity to:
- Review the draft amended and restated cemetery management and operations contract;
- Make recommendations regarding specific needs and issues to the PARB and City Council issues on cemetery operations; and
- Work with staff from the Parks and Recreation Department (PARD), InterCare Corporation (ICC)staff, and the Cemetery Working Group to address cemetery issues regarding cemetery operating practices and standards
The Cemetery Working Group is scheduled to meet on the following dates:

Cemeteries Master Plan Update Posted: 12/15/11
Parks and Recreation Director, Sara L. Hensley, CPRP, provided an update on December 2, 2011 to the Parks and Recreation Board regarding the status of the Cemeteries Master Plan. Director Hensley communicated, "PARD is in the process of finalizing the assignment with Atkins, a local firm that will conduct the Preliminary Engineering Report. PARD staff will lead the effort in developing the Master Plan".

Public Release of the Draft Restated Agreement for Cemetery Operations Posted: 09/23/11
The draft of the restated contract between the City of Austin and InterCare Corporation, (the Parks and Recreation Cemetery Management contractor) is available for your review. This document includes additions or changes that were provided by the public after release of the initial draft and the 30 day public comment period. PARD received 14 individual submittals, with at least one comment per submittal, from 7 individuals. This draft includes 7 changes as a result of this public input and we anticipate additional edits to further define certain performance responsibilities.

Municipal Cemeteries - Turf and Tree Watering Plan
The Austin Parks and Recreation Department (PARD) has received a number of inquires and complaints regarding the watering efforts by the City’s cemetery contractor, InterCare Corporation (InterCare). The following memo from Sara Hensley, Director, is in response to the Urban Forestry Board’s written request for PARD to respond to the public's inquiries on tree health and sustainability.

Austin Water to Enact Stage 2 Watering Restrictions September 6
(Austin)-Beginning Tuesday, September 6, Austin Water will enact Stage 2 Mandatory Watering Restrictions due to the exceptional drought in Central Texas.
Stage 2 Watering Restrictions are in line with the City’s Drought Contingency Plan which states, in part, that the City Manager may order additional water restrictions when the combined lake storage levels of Lakes Travis and Buchanan reaches 900,000 acre-feet. It is anticipated that the trigger will be reached next week.
The City of Austin believes it is necessary to implement additional restrictions to help ensure adequate water supply during the drought. To ensure that both residential and commercial customers follow restrictions, Austin Water staff will begin stepped-up enforcement.
All city departments are required to comply with these restrictions and there is no variance or exception for cemeteries or other park facilities to irrigate outside of these restrictions. Hand watering is allowed at anytime, and City and InterCare staff will monitor all cemeteries to ensure that water hoses are not left on and unattended during this time.
Violations of mandatory watering restrictions will result in an official warning followed by a citation if the violation is not corrected. Citations will be issued in Municipal Court with fines set during Stage 2 at $475.

Stage 2 Includes: • Watering allowed 1 day per week for all Austin Water customers • Hand-watering allowed anytime • No automatic-irrigation after 10 a.m. on designated watering day • Vehicle washing on designated day before 10 a.m. • No charity carwashes • No automatic fill valves for pools or ponds • No outdoor fountains except to provide aeration for aquatic life • No water to be served at restaurants unless requested • No washing of sidewalks, driveways, parking areas or other paved areas

The Parks and Recreation Department has received a number of comments and suggestions from cemetery stakeholders on the Draft Restated Agreement with InterCare Corporation, which are now available for your review.
Cemetery Stakeholder comments on Draft Restated Agreement
The Parks and Recreation Department (PARD) along with Corporate Purchasing and the Law Department, will review the comments and suggestions for possible inclusion into the draft restated agreement. PARD, Corporate Purchasing and InterCare will review and mutually agree to any changes and arrive at a final draft. The final draft restated agreement will be posted to the public for review in September 2011 and then submitted to City Council for action in October 2011.

June 30, 2011 Meeting Information
During the meeting on June 30, 2011, Gilbert Hernandez presented a Briefing on the Draft Restated Agreement and the Department received and chronicled all public comments regarding the draft restated agreement. Enclosed are the meeting notes. PARD staff will present recommendations and comments received internally for review. Recommendations improving the restated agreement will be included in an updated draft to be reviewed by the City and InterCare. A final restated draft will be released to the public for public review and comment. Upon review of the public comments, the City will arrive at a final restated draft that will then be submitted to City Council for action. PARD has tentatively scheduled Council recommendation for September 22, 2011.

Release of Draft Restated Agreement for Public Review
The final draft of the restated contract between the City of Austin and InterCare Corporation, (the Parks and Recreation Cemetery Management contractor) is available for your review.
This process began as a recommendation from the City Auditor’s Office. The Auditor’s Office request was to restate the contract to clarify the responsibilities for the operation and maintenance of the City’s 5 municipal cemeteries. The process was not to renegotiate the contract.
